


Zoning law experienced major changes in the last years, with the transfer of powers of the district commissions to the local commissions and the reinforcement of property rights.
We will first present the zoning commissions:
The national zoning commission
This commission consists of representatives of the government, the local municipalities and professionals. Its powers and duties comprise the drafting up of a national zoning plan (regulations) and the approval of a district zoning plan. It has a consultative role with regard to the making of laws. Oppositions (protests) to a district zoning plan are decided by the national zoning commission. The commission also sits as an appeal body regarding the decisions of the district zoning commission, relating to approval or reject of a district zoning plan.
The district zoning commissions
A large majority of its members are appointed by the government ministers, the ministry of interior being dominant. As the national commission, its powers may be divided into three categories: administrative (drafting of a district zoning plan and controlling the activities of the local zoning commissions), judicial (it judges the oppositions to a local zoning plan, it may amend or annul any zoning plan drafted by the local commission) and advisory (regarding regulations of the minister of interior).
